The regulation of property tax and related legislation (such as IMI – Municipal Property Tax) in Portugal and the PALOP (Portuguese-speaking African Countries) is a complex matter involving multiple decrees and budgetary laws. Under Section 327 of the Goa, Daman and Diu Municipality Act, 1968 (Act No. 7 of 1969), which is now known as the Goa Municipality Act, 1968, all municipal legislation enacted under the Reforma Administrativa Ultramarina (R.A.U.) (Overseas Administrative Reform), or any other law in force in the Union Territory corresponding to this Act immediately before its commencement, stood repealed on the appointed day. However, on 5 July 1995, during Question Hour in the Goa Legislative Assembly, the Law Department informed the House, while replying to Starred L.A.Q. No. 568 tabled by Late Shri Manohar Parrikar, that this Act continued to remain in force in the State of Goa. Notwithstanding this statement, the prevailing legal position indicates that the Act had in fact been repealed.
